Mang Andoy, the signmaker, is given the challenge of a lifetime when the Mayor barges into his workshop one day and complains, “It’s chaos out there! Nobody’s following the rules!” How then can Mang Andoy create signs that would turn their unruly community into law-abiding citizens?
